Hanging Plastic Cloths on the Overhead Line of the Beijing-Shanghai High-Speed Railway Has Delayed Several Trains

Yesterday (April 14) afternoon, some people online reported that the train was delayed and passengers were stranded at Beijing South Railway Station. Some trains were delayed more than one hour. According to the Beijing Railway Administration, due to windy weather, a piece of plastic cloth was hung on the overhead line of the Beijing-Shanghai high-speed railway, causing some trains to be delayed. The Jinan railway administration within Qingdao and Jinan were also affected by the accident and experienced various degrees of train delay.

At the turn of spring and summer, foreign bodies such as kites, balloons, plastic bags and dust screen are easily suspended to the overhead line. Once the high-voltage network above the train is touched by floating objects, it will lead to damage of the power grid equipment, circuit tripping, and other conditions, seriously affecting the safety of the train operation.

Overhead lines is the power supply for electric locomotives. Almost all of the equipment is in the open air state and there is no standby. As the voltage of electric locomotives and high-speed railways is very high, reaching 25,000 volts, once these foreign objects are winded on the railway power supply overhead line, they will affect the normal power collection of the pantograph of the train. Ultimately this results in the train being delayed and shut down. It brings many adverse effects to the operation and maintenance of the line.

Because of the ultra-high voltage of the power grid, it is not easy to remove foreign bodies. Railway power grid workers need to be fully armed to carry out live climbing operations. Generally, the operation takes a long time, and there are high risks in the operation.

In order to ensure the safety of railway lines, China has promulgated relevant regulations. According to Article 95 of the Regulations on Railway Safety Management, when there are flying kites, balloons, and low-altitude floating objects within 500 meters on both sides of the railway power line conductors, public security shall impose fines between 10,000 and 50,000 yuan to units, and no less than 500 yuan to individuals (a fine of more than 500 yuan but less than 2,000 yuan on individuals).

In addition to strengthening the management regulations, the technical means to clean up foreign bodies also need to be paid attention to. The traditional way to clean up foreign bodies is blackout or a live operation, such as equipment blackout, which will cause economic losses and reduce power supply reliability. The treatment method of live operation requires personnel to climb the tower, indirect or direct contact with live bodies, and there is a high operational risk. The traditional method requires the operator to have abundant physical strength and good tool use skills and experience.
